Department of Quality in Health

Areas of Activity

  • To issue guidelines, both clinical and organizational, including programmes of patient safety, public health and improvement in healthcare, in primary, secondary and tertiary healthcare;
  • To promote and coordinate the development, implementation and evaluation of tools, activities and programmes of total clinical and organizational quality management;
  • To analyse, certify and publicize quality in healthcare in primary, secondary and tertiary healthcare, coordinating the qualification system of health services;
  • To manage systems of monitor and quality perception of health services by patient and health professionals, namely the National Health Service’s system for complaints, suggestions and comments, called “Sim Cidadão”, and to promote its continuous evaluation;
  • To set and monitor indicators for the evaluation, access and practice of health services in clinical and organizational quality including managing the Transparency Site;
  • To coordinate mobility flows of Portuguese patients abroad and foreign patients in Portugal and to assess its impact in the health system;
  • To authorize units, services and processes regarding donation, harvest, analysis, processing, preserving, storing and distributing human blood or components, organs, tissues and human cells;
  • To act as Competent Body regarding Law 12/2009 of March 26, and Decree-Law 267/2007 of July 24, in cooperation with Health Activities Inspectorate in areas of inspection;
  • To regulate and monitor the compliance with quality and safety standards regarding donation, harvest, analysis, processing, preserving, storing and distributing human blood or components, organs, tissues and human cells.
